I have recently started to notice little quirks when browsing internet sites.

For example, when looking through these forums & clicking on a topic.
Sometimes the page loads right away
Sometimes it takes forever
Sometimes it just hangs until I click refresh and then will load right away.

I started running DSL speed tests and noticed that I'm getting inconsistent results.
My plan says that I should be getting 300 up & 5000 down.
In my tests I am averaging 300 up but, on the down side I really can't say what average because.
It might give 5000 the whole test
It might start 5000 but then drop to 300 then back to 5000 then drop to 1500 & be all over the board.
It might only give 200 for the whole test.

Before I call my ISP.
Is this a problem with my service provider?
Or is this a problem with my network?

I would suspect the ISP BUT something could have been automatically updating or another computer could have been accessing the internet. OR your computer could have had an unexpected load.

But to have more confidence the problem is not on your end disconnect EVERYTHING from your router except one hardwired PC and the internet. Do a restart on the PC and fire up the browser. Fire up the Task Manager and look at the Network and Performance tabs to confirm there is not LAN or CPU activity that will interfere with a test. (This way you have a minimum of parallel activity.) Then try again.

John's right. The best thing to do is whittle down the number of computers accessing the internet. You also might want to check your computer for spyware and malware. Do you run a bittorrent program?
