I had some files stored on a portable external drive which I moved onto my Vista desktop while I used the drive to carry some file to another location.

Now I have returned the moved files back to the portable harddrive.

This is were my trouble starts.

I can't do anything with the copies on the desk top.

It let me copy them back to the portable harddrive but it will not allow me to delete them.

I keep getting a warning that I don't have permission to delete the files even though I am the administrator.

Does anyone know of a solution?

Usually a restart will unlock the files so you can delete them. If you don't want to restart, Google for a free program called Unlocker.
