I have had my Ex490 from new (Nov 2009) and have only had a few minor problems with it over the years. I've replaced the system drive over 6 years ago and my power supply two years ago.
A week ago, I noticed that it was turned off unexpectedly. When I went to turn it on, it would attempt to boot twice and then shut down. It refused to turn on if I tried the power button again. If I disconnect the power from the back of the server and plug it back in, it will boot.
When I push the reset button, to get the health lights to tell me something, I get a continuously blinking red light. I suspect the motherboard has fried, what else could it be? Could it need another power supply?

It could be a bad psu.
I suspect a bad drive.
Quick check.
Start by pulling out one drive at a time and boot.
Repeat for every drive
You will still get a error with a red health light.
But when you pull a drive out that it will not shut down it probably is the bad drive.
Or do it in reverse pull all the drives boot and then insert one at a time each boot starting with the os drive.
