EX490 CPU Q8400S High Temps

Post subject:  EX490 CPU Q8400S High Temps
I recently swapped from the standard Celeron to a Q8400S CPU when I noticed the temps were very high at idle as you can see in the url below.
The (stock) passive cooler feels well placed (screws are as tight as they can go), used Arctic5 Thermal Paste (tried different paste as well) and replaced both rear fans with F8 PWM Arctic fans (one stock fan had a noise / ball bearing issue). When I remove the cooler I do see that the paste hasn't spread to every corner that perfectly but it shouldn't make that much of a difference in temps correct? the ambient temperature in the room is around 22 degrees celcius.

Anyone has any idea what the issue could be? I currently do not have a way to get into bios settings to play with voltages or to perform bios updates.
I've swapped back to the Celeron CPU and if the temperatures show correctly it was idle at 60 degrees which seems high too.

Min temps at idle are at 60-67 depending on the core.

both cpu's are 65watts. Good

First there are three fans.
Two large ones behind the drives and a small one on the MB/psu assembly.
I would suspect that the small fan has failed.

Back to thermal paste
It is critical to install the paste properly as well as use a good cleaner.
You need to follow the directions exactly for the type cpu you have.
Also the thermal properties need several full cycles to adhere to the surface.
Meaning heat up to full temp. Then shut down to cool off.
If using arctic did you tin the cpu and clean off the excess with a coffee filter.
To much paste is just as bad as not enough.

Also the last point is where is the server located?
If in a unconditioned space then good luck.
It needs to be somewhere that has good circulation and clean/cool air.

Last is what drives are you using and what temps they run at.

Thanks for your reply. I will check the MB/PSU fan which is a good suggestion I haven't checked yet. I haven't felt any air flow at the front of the case.
I'm familiar with using paste as I've assembled multiple PC's before. I've cleaned both the cooler and cpu surface with an alcohol solution to remove all old paste.
The HDD's were running at around 30 degrees max. The room always has a window open for fresh air.

The small fan of the PSU visible from the back, next to the power cable is also running fine.
Is there anything else to try?

Edit: It turns out the 2 big fans were facing the wrong way... I managed to lower idle temps to 50 degrees celcius now.

I have had a Q9550s running in this X510 for the last er… 7-8 years now. It has always been hanging around 37-48 c Used some good artic 5 silver paste.

X510
1- RE250 system
3- RED 2tb drives

That's it, just good paste? No fan adjustment in bios or other changes?

I ended up pulling my q9550s out because the server would occasionally turn off due to high temps without bios running the fans full blast all the time.

Im down in South Florida where the ambient is around 75-78 in A/C. Whats your ambient temp?

I am in central Florida.(Tampa)
I think I mentioned about artic paste already.
My issue was in addition to a q9450s was a wd black drive. That is when I needed to adjust the fan speed.
A 7200 rpm drive generates a lot of heat adding to the 65watt CPU load
Which was a pain. even with a debug board adjusting the fans. Since you need to visit multiple screens to set it up for other than default.Otherwise when you reboot it goes back to default settings.
