Any help would be appreciated....

Running Windows Server 2012 R2 Essentials, I saw a ton of tips but for like server 2000.

The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID
{D99E6E74-FC88-11D0-B498-00A0C90312F3}
and APPID
{D99E6E74-FC88-11D0-B498-00A0C90312F3}
to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

I was hoping someone would point you in the right direction by now. I did look it up and that Event ID appears across a wide range of operating systems so it appears to be something that's not exactly new or specific to WS2012e R2. If you have not solved the issue yet I would go back and search looking specifically for WS2012 R2 and see what if anything you might find or post it on Microsoft and see what they come up with.

All I know is with WS2012e its easy to break so I rely on my OS Backup which has bailed me out twice in the past (Knock on Wood). Personally every time I setup something new with WS2012 I always say a prayer to the server gods that they be kind to me but before I do anything I make damn sure I know what I am about to do will work otherwise its a no go because there is simply too much at stake.
