Ex490 with ES8400 WHS2011, pc running windows 7 64 bit. Backed up a bd onto pc, 44gb. Trying to copy to server but only getting speeds of 17kb/sec.

The speed your reporting is indeed slow but it appears you have a debug board on the server so you can easily see what your server is doing when you see the slow transfers. There is no real easy way to answer the question as there can be a multitude of things which affect the transfer speed.
