Can WHS 2011 be installed via network cable like the OS restore does on the MSS? Only difference is my hardware will be custom. Trying to avoid sourcing a cd rom for my new server.

In addition would I be able to copy the install CD to a USB drive and install it on the server that way?

No and yes.
Use this tool to turn a iso of whs 2011 to a thumbdrive that is big enough to hold it.

Free iso maker, hopefully you have a dvd in a pc.
