Last night I was unable to login to my server. The lights are as follows:

Power: Blue (Solid)
Network: Off/No Light
Status: White (Solid)
Hard Drives: Off/No Lights

I have tried restarting, removing all USBs attached, each hard drive individually, as well as all at the same time. What would my next step be in troubleshooting?

Well the network led being off would be possibly a hint that the internal nic died, or a bad cable or connection to the network.
Try using a known good utp cable and direct connect your server to a pc.
You may want to use rdp so you can view device drivers and see if there are any errors.

I've switched cables and used one that i know works and no luck accessing the server. The worrisome part are the hard disk lights being off as well.

And did you connect the server directly to a pc that works on the internet also.
Meaning don't use a router/switch or hub.
You will need to reboot both server and pc after you connect the cable.

Other than that.
What you could try if you have a extra drive is remove all the drives in the server marking the system drive, so you put it back in the bottom slot.
Place your spare drive in the system drive ay.
perform a reset with your cd and paperclip in hand.
See if it boots up properly and you can login.
If it does then I suspect that probably your system drive is bad or OS is corrupted.
while you have the drives out of the server. Connect them to you pc and run chkdsk.
I would start with your system drive since you already pulled the other drives for a test.

When you first boot does the network light, light up? If so the OS has failed to boot and hence bring up the network connection. The supported method would be to reinstall - but other I am sure can say what else can be done with WHSv1.
