In a rush to upgrade my EX495 I put in a faster Quad Core Proc than it could handle and now the mainboard won't boot- I went back to the original processor and the same thing happens. If I remove the proc and try to turn it one- the power supply fan turns- but that's it-

Have I bricked this? I do not see any obvious recovery mechanisms on the board, I do have vga connectivity to this- but obviously no video is present.

Do I have any options?

Not knowing what you changed it to. And if you tweaked the bios.
It could be just as simple as you need to perform a server recovery since possibly the drivers are installed for the wrong cpu now.
Hopefully you did not damage anything changing cpus.
Such as backplane, motherboard,etc.

The only thing I changed was the processor- no changes to the bios- the mainboard the other processor came from supports both

Lets start over.
What is the processor you upgraded to.
Did you elect a factory recovery after the upgrade.
You also may have overloaded your psu and blown a pico fuse with a cpu that was to hot.
