Due to a corrupted system disk on my EX490, I had to do a system restore. I've finished the system restore and have the server up and running again. That's the good news.

According to the Media Server tab in the Enabled Media Receivers dialog, there is something creating multiple Generic Media Receivers, all with an IP address of 169.254.8.130 / MAC address 00:16:6B:ED:06:BE. There are dozens of these guys being created, all with the same IP & MAC. I delete these media receivers in TwonkyMedia Media Receivers management but they reappear a short time later. I think this is a "link local" address and these receivers are being created by a process in the server that is not properly configured. Anyone have any idea on what is causing this to occur?

Well I have had issues with that ip.
Usually due to my isp dropped the dns servers.

Have you verified that you have internet access?
Also you may need to reboot everything for a test.

Man, I wish someone had an answer for this because I'm in the same boat. I also just recovered my server after a system drive crash and now I have these generic media receivers with 169 addresses, but in my case there are 2 of these IP's and they just keep adding themselves to the list over and over and over until my server is brought to it's knees. Turning off the Twonky service for a bit brings the server back to life.

I traced these addresses back to my two DirecTV receivers, they use these local-link addresses to speak to each other. On my server I created an IP security policy that blocks all packets from these addresses with no luck. I also denied access to these addresses in IIS at every possible level and still they keep appearing over and over. I'm going to have to pull the receivers off the network if I can't get this figured out.
