Hi,
I have an LX197 which I’m planning to buy 4 1TB 2.5” WD Reds and put them in an external enclosure.
My question is if it would be possible to power all four external drives solely off the server via the USB ports.

All external enclosures I have seen have there own power supply.
So it should be fine.
What enclosure are you talking about?

Enclosures such as WD My Passport, external enclosures for 2.5” drives, not 3.5” drives

You never mentioned a passport that is self contained. They will not install in a enclosure.
But 2.5 wd reds will need one which usually have a power source to them.
The wd reds are cheaper but require a enclosure which cost a little more.
Hard call you need to compare passports cost to wd reds plus enclosure.
Probably a wash.
the wd red option will put less load on the server psu due to it's own power supply plus you will still have 3 usb ports free.
The passports should work but I can't find specs on the power limits of each usb port. Plus you will take all the usb ports unless you buy a usb powered hub. So if you need to expand again then what to do with the passports other than buy a usb hub to free up usb ports. The hub is self powered.

Powered usb hubs are cheaper than enclosures so again price shopping is if you want to go the passport route.

One more item to address is connection speed.
the usb ports are as I recall usb2. tops out at 480Mbps
So even if you buy sata6 or usb3 drives and a usb 3 hub. You still have the bottleneck of the server ports.
Since all the internal back ports are in a internal hub and I believe the front usb is on another internal hub you won't get a performance gain by using all 4 ports 1 per drive in lieu of one port on a hub.
I don't think your model has a esata port which would bump the transfer speed up some but a esata enclosure is very expensive compared to usb hubs.
