That is hard to say.
I do know in the xp days I used to reformat the desktops every couple of months and they would combine updates after a few years.
So I would be expecting a certain update then find it was included in another kb# update file.
But I will check.

What I saw when I first put my MSS back in service (starting with a ex49x v3.0 disk) in late 2016, Microsoft was pushing several hundred updates. What ended up being 236 for W2k3 including V1's PP3 and the following two rollups.

By the time July '18 rolled around, I started gathering MS updates data so the WSUS off line updater for W2k3/WHSv1 could be put together. That's when I counted MS pushing only about 36 updates.

Based on the KB numbers, the WSUS off line updater that's setup for WHSv1 includes those same 36 (33 from W2k3 and 3 for v1) that you currently get when doing a fresh install along with all the other missing w2k3 updates. This starting with the same v3.0 disk.

It'll be interesting to see what you find.
